Recognizing the fact that the quality of people’s lives is profoundly influenced by their access to quality provision in areas such as education, health, housing and social services, the report pays particular attention to regional and social inequalities and, where possible, changes over time.

The report contains a section on early childhood education and care services and their affordability and quality and examines them from a variety of perspectives. Among the  conclusions: “Public expenditure on ECEC is linked not only to a better perception of the accessibility of services but also, indirectly, to higher user satisfaction.”
